1. Introduction & Mission
Halperin Park is more than a park; it’s a park with a purpose. It signifies hope and opportunity for a historically underserved community in Southern Dallas. Halperin Park represents one of the largest capital investments of its kind in the history of the area.
Our mission is to create a vibrant, inclusive, and culturally connected gathering place that blends recreation, community, and culinary experiences.
2. Project Overview
Halperin Park will include a full-service indoor/outdoor restaurant of approximately 4,000 square feet ofindoor dining space, approx. 1600ft of kitchen/bar and a rooftop outdoor dining area. The Park is scheduled to open in Q2, 2026.
Halperin Park seeks a partner to design, complete, and operate full-service restaurant, with the capability to expand into catering and event services.
3. Scope of Work
The selected partner will:
Operate a full-service restaurant open 7 days a week, 365 days a year with hours of 11am to 10pm for therestaurant and a morning coffee/on-the-go breakfast. **Restaurant hours flexible based on crowd flow.
Deliver a menu that is high-quality, approachable, and affordable.
Offer catering services for private events, parties, and park activations.
Develop and implement culinary activations within the park to engage visitors.
Work collaboratively with Halperin Park to ensure alignment with community goals and cultural values.
Work closely with Halperin Park Administration to ensure collaborative and effective partnership (in all ways) on the overall long-term success of the property.
Work seamlessly with Halperin Park Director of Programming to ensure seamless scheduling and activations.
4. Proposal Requirements
Proposals must include the following:
1. Organizational Profile
Briefing document summarizing past and current F&B operations.
2. Concept Vision
Proposed vision for the restaurant and services at Halperin Park.
Provide a proposed sample menu (proposed, draft version only)
3. Business Plan
Partnership structure proposal (options: rent, rent + profit share, or profit share).
Potential startup investment contribution.
4. Budget Forecast
Kitchen design.
Dining room design.
Kitchen equipment.
Dining FF&E.
5. Design & Partners
If applicable, briefing document for your preferred kitchen/dining design group.
**Design consultant will be determined independently but submissions/recommendations permitted.
6. Community Commitment
Examples of past, current, and future commitment to Oak Cliff/Southern Dallas and/or regional community.

6. Evaluation Criteria
Proposals will be evaluated on the following:
· Experience and track record in food & beverage operations.
· Creativity and viability of concept.
· Financial feasibility and proposed partnership structure.
· Demonstrated commitment to community engagement and Oak Cliff’s vitality.
· Ability to deliver high-quality yet accessible dining experiences.
